During the second half of 1950s in the Soviet Union a large scale change from steam locomotive traction to the Diesel operation and the electric propolsion took place. However, the reconstruction could not give a full economic effect while the old shunting service of steam engines was kept, because all the depots still had equipment and facilities for steam locomotives' service and repairs running. Respectively, the railroads and big Soviet industrial plants required a lot of diesel-locomotive shunters to be supplied including the electrotransmission ones.
In 1958 Bryansk engineering plant began an output of locomotives with serial number TEM1 taking as a basis locomotive TE1 which previously gave a very good account of itself. Instead of old type diesel engines D50 the new locomotives got another type - 2D50 differing from the one used on TE1 and TE2 models with two features: device of gas-distributing shaft and turbo blower. The main traction generator and two-unit mechanical set were used on the locomotives TE1 and TE2. Railway motors, fuel tank and and cooling systems were taken from TE3 locomotive. TEM1 types were built from 1958 to 1968. In June 1964 Bryansk engineering plant produced their 1000-th locomotive of that family. 1946 locomotives were manufactured in total. The locomotives were assembled for both needs of Transport Ministry and industrial establishments. Throughout locomotives' production a number of changes was made: a locomotive ? 0390 has got driver's cabin without side walls obliquity, locomotives up to number 0062 were equipped for multi-unit driving system and all the following machines were manufactured without this piece of equipment on certain models made in 1965. And also there were diesel engines 2D50M which had changed fuel facilities.
